        By 1 January  2025, legal entities and individual entrepreneurs, who are engaged in economic and (or) other activity on the objects (facilities) within the scope of BATs application, are required to obtain an integrated environmental permit.

This project is financed by the German Federal Environment Ministry’s Advisory Assistance Programme (AAP) for environmental protection in the countries of Central and Eastern Europe, the Caucasus and Central Asia and other countries neighbouring the European Union. It is supervised by the German Environment Agency (UBA).

       At the moment the main characteristics, indicators, and requirements to animal housing practices are governed by the existing regulatory and legal framework concerning the construction and operation of livestock enterprises (federal laws and codes, federal and local regulatory and legal acts, guideline documents, sanitary and veterinary norms, state standards, etc.. All these documents should be taken into consideration when working on BAT reference books. The introduction of BAT reference books into practice might require the coordination and, if necessary, amendment of these documents. In this case BAT reference books might be considered as a consolidated regulatory document.

Russia's legal framework for the implementation of BAT

      From 1 January, 2015, the Federal Law of the Russian Federation № 219-FZ “Concerning the Introduction of Amendments to the Federal Law “On Environmental Protection” and Certain Legislative Acts of the Russian Federation” came into force, which provides for the introduction of best available techniques – BATs. The Ministry of Natural Resources and Environment plans to start introducing the BATs in 2017. The activity on integration of BATs in various sectors and creation of the system are similar to the so-called Seville process in EU. Development of reference book on intensive pig and poultry rearing is scheduled for 2017.

 

 

Project results/recommendations   

“Comparative analysis of the list of the Russian advanced livestock production technologies and European BAT candidates”

The list of recommended BATs for intensive livestock farming for Russia, the North-West Federal District in particular.

Recommendations and requirements how to identify the BATs for intensive livestock farming (for the North-West Federal District in particular).

Recommendations describe the methods of BAT identification for intensive livestock farming and the list of recommended methods and technologies to be included in the Russian reference books for agricultural enterprises on, pig and poultry cattle rearing.

Application scope of developed recommendations: decision making support on BATs in intensive livestock rearing; compiling the relevant reference books, designing the new agricultural enterprises and reconstruction of the operating ones; issue of integrated permits. 

Assessment system for the classification of those techniques identified as "Best Available Technique”

The Best Available Technique is identified by the following criteria:

- The lowest level of negative environmental impact per unit of time or volume of production;

- Cost-effective introduction and operation;

- Application of resources and energy saving methods;

- Time span for its introduction;

- Commercial application of this technique on two or more facilities that demonstrate negative impact on the environment.

To estimate the technological elements when selecting BAT for livestock farm the following criteria are considered:

  • ammonia emission and odor;
  • emission of fine particles (dust);
  • methane emission;
  • nitrous oxide emission;
  • loss of N/P;
  • manure output;
  • energy inputs;
  • water consumption;
  • feed inputs
  • bedding consumption
  • providing comfort for animals and people;
  • nutrient use efficiency (material balance) in the entire production chain;
  • economic evaluation 
  • capital costs associated with emissions reduction
  • operating costs associated with emissions reduction
