Technique description

The results of the surveys (farm level and experts) were aggregated  in the   developed datasheets, by using the data sheets techniques were described. On the basis of the summarized collected the description was made for:

  • Housing laying hen
  • Housing fattening pigs
  • Housing mating/gestating pigs
  • Housing farrowing pigs
  • Housing pigs, weaners
  • Housing milking cows, tied
  • Housing milking cows, loose
  • Manure storage and processing, solid manure, composting on  concrete grounds + field-edge
  • Manure storage and processing solid manure,  biofermentation in closed installations
  • Manure storage and processing, liquid manure. Separation + lagoons (liquid fraction) + composting (solid fraction)
  • Manure storage and processing, liquid manure. Lagoons
  • Manure storage and processing, liquid manure. Concrete, below-ground storages
  • Manure storage and processing, liquid manure. Above ground storages (tanks).

Data collection on pig, poultry, cattle feeding, housing, storage and application animal manure

The interviewing technique was developed with a number of specially arranged questionnaire sheets, which include the information on the expert and information sources; general performance indicators of farms; general production facilities of farms; list of main indices of technologies for the categories of animals specified in Terms of Reference of this project.

For questioning there were selected those farms, the category of which is defined by the Russian legislation for the transition to BAT:

  1. Facilities for poultry breeding with the design capacity of 40000 bird places and more.
  2. Facilities for pig fattening with the design capacity of 2000 animal places and more; facilities for sows with the design capacity of 750 animal places and more.
  3. Facilities with the design manure output of 50 t/day and more on cattle farms

The following farms were selected and interviewed:

  • in terms of animal housing technologies –  3 pig farms, 3 poultry farms and 10 dairy farms;
  • in terms of manure storage and application systems – 18 farms in Leningrad and Kaliningrad Regions.

Regulatory framework of the European legislation relating to the implementation of BAT

BAT methods have been introduced in Europe for nearly 20 years on the basis of EU Industrial Emissions Directive 2010/75/EU (IED) (formerly Integrated Pollution Prevention and Control Directive –IPPC).  The first Best Available Technique reference document (BREF) dealing with intensive rearing of pigs and poultry [5] has been elaborated for 5 years and was published in 2003. Starting with the year 2009 BREF for intensive rearing of pigs and poultry has been revised, participating the leading European research organisations, following the findings of a wide range of investigations in all the aspects of current livestock farming associated with the assessment of environmental effect of intensive livestock farming practices.

The final draft of BREF is scheduled for publication in 2016.
